There is no single text that regulates foreign investment in Costa Rica. There are several laws and regulations that relate to domestic and foreign investment in Costa Rica. There is no record of investments in the country and Costa Rican investment registration abroad.
In the settlement of disputes regarding the interpretation and implementation of regulations on foreign investment applies the provisions of national law. Contracts with the State are subject to Costa Rican law and the jurisdiction of national courts.
In order to attract foreign capital and to provide a reliable legal framework for investors, Costa Rica has joined the Treaty on the Protection of Multinational Investment Guarantee Agency Investment World Bank (MIGA).
Restric tions on foreign investment
Although foreign investment is not restricted in any sector of the economy, it prevails over the provisions of the Constitution various economic (the state as sole owner of hydropower, coal, gas and oil, alcohol manufacturing, telecommunications, water, railways, ports, airports and insurance services in these sectors can only operate private companies in administration or temporary concession terms established by special law to that effect.
Investment incentives
There are many laws providing tax incentives and tax breaks to foreign investment . Among the most important we highlight the following:
- Incentives for tourism (Law 6990)
- Incentives to reforestation
- Incentives for EPZs
- Inward processing

investor's legal status
According to the Regulations of the General Law of Immigration, residence as an investor can ask the foreigner who makes the investment not less to $ 200,000 in the country, or its equivalent in international currency accepted by the Central Bank of the Republic of Costa Rica. However, in the case of projects declared as priorities by the Executive, this investment can be $ 50,000. For the Council
National Immigration grant or deny such status.
The resident investor status guarantees residence to the immediate family as dependents of the resident investor.
