exclusive power FEDERATION OF imposed on goods imported or exported or that pass in transit through national territory, AND REGULATE AT ALL TIMES AND EVEN PROHIBIT FOR SAFETY OR POLICE, THE CIRCULATION IN THE INTERIOR OF THE REPUBLIC OF ALL KINDS OF EFFECTS, whatever their provenance, BUT NOT THE SAME Federation may establish or enact, IN THE FEDERAL DISTRICT, taxes and laws mentioned in sections VI and VII of Article 117.

THE EXECUTIVE WILL BE AUTHORIZED BY THE CONGRESS OF THE UNION TO INCREASE, DECREASE OR DELETE THE SHARES OF EXPORT AND IMPORT TARIFFS ISSUED BY Congress itself, and to establish others, and to restrict and prohibit the import, export and transit of products, articles and goods, when it is considered urgent, TO REGULATE FOREIGN TRADE THE ECONOMY OF THE COUNTRY, THE STABILITY OF NATIONAL PRODUCTION OR MAKE ANY OTHER PURPOSE FOR THE BENEFIT OF THE COUNTRY. OWN THE EXECUTIVE TO SEND TO CONGRESS BUDGET FOR EACH FISCAL YEAR, submitted for approval YOUR USE OF THE SCHOOL HAS DONE GRANTED.
