PEACETIME, no military authority may exercise any functions other than those directly connected with military discipline. WILL ONLY FIXED AND PERMANENT military commands in the castles, forts, and warehouses immediately dependent GOVERNMENT OF THE UNION, OR IN THE CAMP, BARRACKS OR DEPOSITS THAT, OUT OF STOCK, established for the quartering of troops.
