4.1. Environmental Regulations and Standards

Regulations
Most products require import licenses, however, medicines, cosmetics, chemicals, processed foods and beverages require import permit from the Ministry of Health. Arms and ammunition require a license from the Ministry of Security. The only products are banned from import fuel, alcohol and tires without tire. In the case of non-denatured ethyl requires authorization precursors of the Ministry of Health and the Ministry also economy takes control of importation.

- Payment of excise taxes (selective consumption tax), which varies with the type of product.

Reform Act Customs of Costa Rica, No. 7557
law offices of Costa Rica (Law No. 7557) was amended by Act No. 8373. These modifications the law come into effect from March 5, 2004.

The most important of this amendment is that by Article 86, all goods exported to Costa Rica must be accompanied by a corresponding copy of the customs official of Colombia (or country exporter), in our case the DEX, including the actual value of the goods, the number and amount of the invoice, container number, the gross and net, and the name of the importer.

Environmental Standards
Costa Rica is part of the Agreements on Biodiversity, Climate Change, Desertification, Endangered Species, Environmental Modification, Hazardous Wastes, Law of the Sea, Marine Tanks, Nuclear Test Ban, Protection of the Ozone Layer and wetlands, has signed but not ratified the agreement on Conservation of Marine Life.

4.2. Rates
import taxes in Costa Rica are the rate Duties on Imports (DAI) on the customs value (CIF) Excise tax (between 5 and 75%) applicable on the customs value plus the DAI, weapons and ammunition (75%), jewelry, fireworks and whiskey (50%), wine and beer (40%), Tax Act 6946 applicable on CIF (1%), except human medicines and industrial raw materials and sales tax on CIF value (13%).

The average applied tariff protection has remained virtually unchanged, reaching 6.9% in 2006 as a simple average. The average for agricultural products (WTO definition) is 14.2%, while the other is 5.6%. Bound tariff rates ranging from 0 to 233 percent, reaching an average of 44.1 percent.

Costa Rica
internal taxes applied to the same charges for domestic products and imported except in some cases such as the tax of the Institute of Development and Municipal Aid, which applies to 10% on imported beer and 3% on domestic beer. 4.3. Labelling
In Costa Rica and general labeling requirements exist for some foods according to Executive Decree No. 26012 MEIC, published in La Gaceta No. 91 of May 14, 1997. RTCR 100:1997. According to the decree, all labels must contain at least:
